In order to play the game and pop the balloons, you must have to place down towers to beat them. All towers have different strengths and weaknesses. The way towers work is that you need to upgrade your towers to become stronger. With each tower, there is 3 upgrade paths to choose from with 5 upgrades each. But you can only use 1 path per tower and choose 2 upgrades on a different path of your choice.
